Bengaluru Traffic News: The proposed Blue Line of the Bengaluru Metro was earlier expected to become operational by the end of 2026 but its opening has now been pushed to 2027.
BENGALURU NEWS: The Outer Ring Road Companies Association (ORRCA), which represents more than 500 companies and approximately 1.3 million employees, has urged the Karnataka government to put its proposed Rs 450-crore revamp of Bengaluru’s Outer Ring Road (ORR) on hold until the Metro’s Blue Line is completed.
In a letter dated August 14 to Greater Bengaluru Authority Chief Commissioner Maheshwara Rao, ORRCA said major road works should be delayed until the Metro is operational, arguing that the Blue Line would provide an alternative for commuters and help absorb traffic diverted during construction.
The association also alleged that the government’s approach appeared inconsistent with an earlier understanding that major road works would be preceded by consultation with stakeholders.
‘Work From Home Cannot Substitute Infrastructure Planning’
ORRCA President Manas Das said asking companies to allow employees to work from home during the road works could not replace proper infrastructure and traffic planning. “Work From Home cannot be a substitute for effective infrastructure planning and traffic management, nor should businesses first learn through the media that they may be expected to alter their operations because of public infrastructure works,” Das said in the letter.
The demand follows a town hall organised by ORRCA on August 4 to discuss problems faced by companies operating along the ORR. Karnataka Chief Minister DK Shivakumar and Bengaluru district in-charge minister Krishna Byre Gowda attended the meeting.
According to ORRCA, the town hall established that any intervention along the corridor would be ‘consultative, technically evaluated and carefully sequenced’, with completion of the Metro being the immediate priority.
The association said starting major carriageway work before the Metro becomes operational, and before the promised technical evaluation and stakeholder consultation are completed, would be inconsistent with the understanding reached at the meeting.
Blue Line Delay Adds To Traffic Concerns
The proposed Blue Line of the Bengaluru Metro, covering the 19-km stretch between Silk Board and KR Puram, was earlier expected to become operational by the end of 2026. Its opening has now been pushed to 2027.
ORRCA has argued that beginning major road work before the Metro is ready could put additional pressure on an already heavily congested corridor.
The Karnataka government, led by Shivakumar, has proposed spending Rs 450 crore to concretise the ORR through white-topping. ORRCA warned that traffic diversions and roadblocks during the work could bring traffic on the already congested technology corridor to a ‘grinding halt’.
ORR Traffic Congestion Costs $15 Billion A Year, Says Association
ORRCA estimated in September 2023 that traffic gridlocks on the Outer Ring Road resulted in an annual economic loss of around $15 billion.
The association has therefore stressed that its objection is not to improving the ORR, but to the timing and execution of the proposed project. “Our concern is not with improving the ORR; it is with ensuring that a Rs 450 crore investment is implemented in the right sequence, based on sound technical assessment and the consultative process already agreed,” ORRCA said.
ORRCA Seeks Freeze On Tendering And Construction
ORRCA has called for all activities linked to the proposed white-topping and major carriageway works to be kept on hold until the consultation and technical evaluation are completed. This includes tendering, awarding contracts, issuing work orders, appointing contractors, mobilisation, preparatory work and physical execution of the project.
The association has also demanded that all plans for concretising the road be presented to stakeholders before work begins.
It has called for a comprehensive traffic simulation, traffic-diversion plan and construction-management plan to be prepared. ORRCA has also sought an urgent meeting with the association before any work is taken up.
Companies Have Opposed Similar Traffic Measures Before
ORRCA’s concerns come against the backdrop of previous disputes over traffic-management measures on the ORR.
In 2021, companies operating along the ORR had rejected a proposal by the then Bharatiya Janata Party (BJP) government asking firms in the corridor to extend Covid-19-related work-from-home arrangements until December 2022.
The association also pointed to the earlier bus-lane experiment on the ORR, which it said had worked well but was subsequently discontinued because of ongoing Metro construction. The move forced commuters to rely more heavily on private vehicles, contributing to congestion.
‘Metro Completion Remains The Immediate Priority’
ORRCA said the priority should be completing the Metro and ensuring that the ancillary works needed for its opening are finished. “Metro completion and operational readiness remain the immediate priority, together with the ancillary works necessary to support its opening and restore the corridor,” the association said.
Given the ORR’s importance to Bengaluru’s economy and its role as a major global technology and investment destination, ORRCA has sought immediate intervention from the Greater Bengaluru Authority.
The association has also asked for written confirmation that the proposed road works, along with all related tendering, contracting and mobilisation activities, will remain on hold until the technical assessment and consultation process is completed.
